With just over a month to go until these new regulations come into play, an update.

From 20th May vehicles over 40 years old can be declared MOT Exempt by the owner on the basis that they have not been "significantly changed". It appears the DVLA initially intended to simply copy across the same "8 points" originality rule that applies to registration plates but were persuaded this was too bureaucratic and "unfair" on owners who had upgraded their vehicles. 

The actual guidance issued allows the owner to decide and provides a great deal of leeway. Have a read...
